Place the sausage medallions in a large skillet with ¼ cup of water. Simmer on medium heat until the water evaporates. Once the water evaporates continually flip the sausage pieces as they brown. Transferring the pieces to a paper towel lined plate to remove any excess grease.
Dice the onion and bell pepper.
Assemble
Preheat the oven to 375 °F
Spread the hash brown potatoes over the bottom of a 9 x 12 baking dish. Add the sausage, onions, red bell peppers, and 2 cups of the shredded cheese.
In a medium bowl combine the cream of celery soup, milk, half and half, salt, pepper, garlic powder and parsley. Whisk until combined with no lumps of soup.
Pour over the ingredients in the casserole dish. Toss with a wooden spoon until evenly combined.
Bake in the preheated oven for 45 to 60 minutes or until the casserole is bubbling hot.
Remove from the oven and sprinkle the remaining shredded cheese over the top and bake for 15 more minutes or until the cheese is melted.
Remove from the oven and serve immediately.
