Preheat oven to 375°F and line cupcake pans. Whisk flour, baking soda, pumpkin pie spice, and salt together. In another bowl, cream butter and sugar, then beat in egg, vanilla, and pumpkin puree until smooth.
Combine buttermilk with warm water. Alternately add flour mixture and liquid to pumpkin mixture, beating gently, then finish with a 2-minute medium beat. Divide batter into 20–24 liners, bake 18 minutes, turning halfway. Cool completely.
Beat butter until creamy, then mix in powdered sugar, vanilla, and pumpkin pie spice until stiff. Add pumpkin puree, beating well, then whip on high 2 minutes. Adjust thickness with extra powdered sugar if needed.
Pipe or spread frosting
generously onto cooled cupcakes. Decorate with sprinkles or festive candy pumpkins if desired. Store finished cupcakes in an airtight container in the refrigerator until ready to serve
