Measure the water into a saucepan and bring to a boil. Add the tea bags and boil 1 minute, remove from heat and steep for 10 minutes. Remove the tea bags from the pot and pour the tea into a 6-quart crock pot. Cut about a 3 inch square of cheesecloth and place all of the spices into the center. If using a tea ball for the spices place all of the spices except the cinnamon sticks into the tea ball. Add the brown sugar to the crock pot and stir to dissolve. Drop the bundle or ball of spices into the crock pot. Heat on high for two to four hours. (see tips) Right before serving the Chai Latte remove the bundle or ball of chai tea spices from the crock pot. Add the warm milk to the crock pot.
Use a ladle to fill a mug. Froth a cup of warm milk and top off each the mug. Add a whole cinnamon stick to each mug and sprinkle a bit of cinnamon on top of each mug.
