Brown the ground beef. In a medium bowl combine the softened cream cheese, sour cream, ricotta cheese, garlic and parsley. Layer half the sauce and half the ziti pasta in the bottom of a 7 or 8-quart slow cooker.
Spread half the browned ground beef over the pasta. The spoon half of the cream cheese mixture over the beef without stirring. Repeat layering the ingredients in this order: add another layer of the remaining pasta, ground beef and cream cheese mixture.
Pour the water around the edges of the ziti layers. Cover and slow cook on low for 3 hours. Remove the lid after 3 hours and stir to combine. Check to see if the pasta is tender. If not recover and cook for one more hour.
When the pasta is tender sprinkle to top with the shredded mozzarella cheese. Recover to melt. Serve once the pasta is tender and the mozzarella cheese has melted.
